Photoshop: Melt faces using the Liquify tool

Step-by-step

Select the first layer and go to Filter > Liquify.
Adjust the size, density, and pressure settings.
Stretch the eye, mouth, and nose downward and click OK.
Add a layer mask and use a black brush with low hardness to delete areas of the face.
Repeat the Liquify process on the second layer to stretch its features.
Right-click the first layer and select Convert to Smart Object.
Press Ctrl+T to rotate and align the first head with the second head.
Apply Liquify again to refine the stretch and use a mask to blend the layers.

Watch out for

You must be on the layer mask specifically when using the brush tool to delete areas.

Tips

Decrease the brush hardness when masking to help melt the two faces together more smoothly.
Convert the layer to a Smart Object before transforming so you can re-apply Liquify to correct specific areas.
